Why the Antarctic Treaty Consultative Meeting in news?

India is stepping into a pivotal role at the 46th Antarctic Treaty Consultative Meeting (ATCM) currently underway in Kochi, India.
This year’s meeting marks a significant milestone with India facilitating the first-ever dedicated working group discussions on regulating tourism in Antarctica.
The Antarctic Treaty System, established in 1959, is a multilateral agreement between 56 nations. India has been a Consultative Party to this treaty since 1983, granting it a crucial voice in shaping the future of Antarctica’s governance, scientific exploration, and environmental protection.
The Antarctic Treaty Consultative Meeting serves as a high-level annual forum where member countries discuss critical issues related to Antarctica, including scientific research, environmental protection, logistics, and – increasingly – tourism. While discussions around tourism have been ongoing for decades, the 46th Antarctic Treaty Consultative Meeting represents a turning point with the establishment of a dedicated working group specifically focused on crafting regulations for this growing industry.

Dr. M. Ravichandran, Secretary of the Ministry of Earth Sciences (MoES) and Head of the Indian delegation, emphasized this point during the ATCM session: “Antarctica is a place of scientific discovery and pristine wilderness.
As stewards, we have a collective responsibility to ensure all activities, including research and tourism, are conducted in a way that safeguards its ecological integrity for generations to come.”

India’s commitment to Antarctic governance extends beyond facilitating discussions on tourism regulations.
The country boasts a robust legal framework for regulating its Antarctic activities, including tourism, through the Indian Antarctic Act enacted in 2022.
This act ensures India’s tourism regulations align with international standards, promoting collaboration with other Antarctic Treaty nations towards shared conservation goals.
India’s leadership extends beyond its own borders.
The country hosted the prestigious 10th SCAR (Scientific Committee on Antarctic Research) conference in 2022, a testament to its dedication to scientific exploration in the region.
Additionally, India has actively participated in 11 expeditions to the Southern Ocean and the Wedell Sea and South Pole, demonstrating its hands-on approach to polar research.

India’s active role in the Antarctic Treaty System goes beyond scientific exploration and environmental protection.
The 46th ATCM will also see India facilitating discussions for the potential induction of Canada and Belarus as Consultative Parties to the Treaty.
This aligns with India’s broader vision of promoting international cooperation and advancing scientific research in Antarctica.
